The goals and objectives of DART are to have knowledgeable and trained members in Earthquake Preparedness, Basic Disaster Psychology, Basic First Aid, CPR for the Professional Rescuer, AED, Urban Search and Rescue, Fire Suppression Techniques, Hazardous Material Awareness, Radio Communications, Traffic Control Techniques, and ATC-20 Safety Assessment.

DART’s purpose is to assist the City of Thousand Oaks to:
- Establish, maintain, promote and educate the community with a disaster preparedness awareness program.
- Provide community service to the City of Thousand Oaks through direction of the Thousand Oaks Police Department.
- Recruit, train and maintain an active membership as necessary to accomplish these goals.
CERT is the First Step!
Thousand Oaks CERT classes are free and held at the Thousand Oaks Civic Arts Plaza (City Hall) at 2100 Thousand Oaks Blvd. Classes are scheduled 6:00-9:30 p.m. on six consecutive Wednesdays. No prior experience is needed and the classes are open to Ventura County residents 18 years and older. To enroll in a class, please complete an application and email it to: CERTinfo@toaks.org
How Involved is CERT & DART Training?
The full core course consists of the CERT (Community Emergency Response Team) course, designed by FEMA (Federal Emergency Management Agency) which lasts several hours over a few weeks and is taught by the Ventura County Fire Department and an additional five weeks of DART Core classes taught by Ventura County Sheriff’s Department, Thousand Oaks Police Department, Ventura County Fire Department and DART members.. To be a member of DART you must have taken the seven week CERT course plus the additional DART Core classes, go through an interview process and you must pass a police department background check.

- Urban Search and Rescue

- Media and PIO Operations

- Traffic and Crowd Control
- Incident Command System
- Complete online FEMA courses:
- IS 100.b – Introduction to ICS (Incident Command System)
- IS 200.b – Incident Command System (ICS)
- IS 700.a – Introduction to National Incident Management System (NIMS)
- IS 800.b – A National Response Framework (NRF)
